CommsMobile: SIM Activation & Number Porting Not Available While Overseas

Overview
New SIM activations (physical and eSIM), SIM replacements, and number ports on CommsMobile cannot be completed while a customer is overseas. The Telstra Wholesale provisioning system requires the device to establish an initial connection to the Australian Telstra network before any of these services can go through.
Why This Fails Overseas
CommsMobile runs on the Telstra Wholesale network. When activating a new SIM, processing a replacement, or completing a number port, the provisioning system needs the device to register on the Australian network first. That verification cannot happen from a roaming environment, and without it the order will fail or get stuck in provisioning.
